A SWOT Analysis and Strategy Study of Low Carbon Agriculture in Dianchi Lake Basin

滇池流域在快速城市化的过程中,其自然环境承载力已达最大边际,加上对滇池进行污染治理,发展低碳农业就成了共识。滇池流域发展低碳农业既有资源环境、区位、中央和地方政策以及时机上的优势和机会,但也面临土地、资金、结构调整以及产业化方面的问题和挑战。对此,要结合昆明市环境资源进行合理规划,积极推产业结构布局,创新和改革土地政策、投融资以及农业管理的体系,以此实现滇池流域低碳农业的健康快速发展。

During the rapid process of urbanization, the bearing capacity of the natural environment around Dianchi lake basin achieved the maximum, and then, there is a consensus on the pollution control and the development of low carbon agriculture. There are advantages of resources and environment, the local and central policies and the proper opportunity on one hand and the problems and challenges about land, capital, structural adjustment and industrialization on the other for the development. Therefore, the sound and rapid low carbon agricultural development of Dianchi lake basin needs the rational planning for the environmental resources, the positive improvement of the industrial structure, the innovation and reform of the land policies and the system of investing and financing and agricultural management.
