西部大开发几个难点问题的思考

对西部广大地区实施开发战略时 ,难以齐步并进 ,难以在所有空间全面出击 ,必须遵循非均衡发展规律 ,确定战略支撑点 ,培育和依托条件比较好的地区 ,发挥其在战略推进中的先导、示范、辐射作用。西部地区的大开发对东中西部地区都是重要的发展机遇 ,对各个地区都会带来巨大利益。需注意处理好东部与西部的利益关系。西部大开发一定要有重点、有核心、有龙头 ,这个重点和核心应该是城市化、工业化 ,只有这样 ,才能保证经济富裕和现代化目标的实现。在资源开发中必须照资源产地的利益 ,使资源产地也能从资源的开发中获得恰当的利益。

The Western China should try to capitalize on the opportunities provided by the central government*ss western development strategy to advance its economy. Such advances will be achieved through several strategies. Firstly, western development must be planned in a scientific and meticulous way, and carried forward in a step-by-step manner. The local governments should focus on stimulating economic development in key areas. Secondly, People in both the eastern and western regions have every reason to believe that western development well be a great success for both sides. While pursuing further growth, the east is also willing to support the development of the west, which in turn will offer the east rich resources and huge potential market. Thirdly, the core of the western development is industrialization and urbanization. Fourthly, We should concern the local benefits in resource exploitation.
