对我国土地制度及改革的思考

On the Land System & Land Reform in China

目前我国很多社会、民生问题都与现行的土地制度密切相关,文章从现行的土地制度及存在问题着手,并结合对世界其他国家及地区的土地制度和国内外相关方面的研究内容进行分析,认为土地私有制不是中国土地制度改革的选项,正确的方法应该是明确城市土地所有权,实行中央对土地的垂直管理;改革农村土地使用制度,形成有效的土地流转市场。

In China, many social problems and livelihood issues are related to the land system closely. Combined with the research on the other countries and regions＇ land system and the analysis of research results overseas, this paper considers that land private ownership is not the option for the land reform of China, the correct way is to clarify the ownership of city land and to implement the direct management from the central govemment to the local government, and then to reform the land use system of rural land so as to establish an effective land transfer market.
