On the Innovation-Driven Development Management

面对全球创新驱动发展趋势和我国创新驱动发展实际,党的十八大明确提出我国要实施创新驱动发展战略,通过创新驱动管理,增强我国创新驱动发展的新动力。然而,如何管理创新驱动,却是一个非常复杂的系统工程,不仅关系到我国实施创新驱动战略的成败,而且也关系到我国能否顺利地进行产业转型升级。本文认为,我国创新驱动发展管理应针对创新驱动发展的微观主体即创新驱动型公司,创新驱动发展管理的基础在于创新架构的构建,创新驱动发展管理的着力点在于创新经营路线图的制定。为此,本文基于创新架构理念,图解式地介绍创新架构的构建程序和创新经营路线图的制定程序,试图为我国创新驱动发展管理提供决策依据。

Faced with the trend of global innovation - driven development and the reality of China＇ s innovation - driven develop- merit, The Eighteenth National Congress explicitly initiate innovation - driven strategy in our country, so as to enhance China＇ s new power of innovation - driven development through innovation - driven management. However, it is a complex systematic engi- neering as how to carry out innovation - driven management. It is concerned with not only China＇ s innovation - driven strategy implementation, but also its smooth industrial transformation and upgrading. This paper argues that China＇ s innovation -driven development management should focus on innovation - driven micro bodies, namely, innovation - driven companies. Innovation - driven development management should be based on innovation architecture construction, and its relevant acting point is to formu- late innovation business path routes. Based on innovation architecture principles, the paper thus graphically introduces construc- tion programs of innovation architectures and formulation procedures of innovation operation routes, with an attempt to provide pol- icy - making backgrounds for China＇ s innovation - driven development management.
