两型社会背景下我国政府公共服务职能实现存在的问题和对策

The Problems and Solutions of the Implementation of Chinese Governmental Public Service Functions under "The Two Types of Society" Background

为了顺应两型社会建设对政府职能转变的要求,顺利实现政府的公共服务职能,对政府公共服务职能的广义和狭义内涵作了界定,对其核心特征和一般性特征进行分析,并按照三种不同标准进行分类。通过对政府公共服务职能实现的实践分析,概括出在这个过程中存在的五个方面的问题。针对存在的问题,提出了相应对策。

In order to comply with the request of changing government functions in the two types of society construction and smoothly realizing government public service functions, the broad and narrow meaning of government public service functions are defined, its core and general characteristics are analyzed, and it is classified according to three different criteria. Through analyzing the practice of the government＇s public service, five problems in the process are summed up. In view of the existing problems, some corresponding countermeasures are put forward.
