Impacts of Sanitary and Phytosaniary Measures on Chinese Exports of Agricultural Products

SPS措施已成为中国农产品出口的主要障碍。采用2004—2011年中国与贸易伙伴日本、欧盟、美国和加拿大的面板数据检验SPS措施对农产品出口贸易的影响效应。研究发现,中国农产品需要4年才能适应国外SPS通报,国外对中国农产品的扣留或拒绝显著阻碍农产品出口。因此,中国应该增加国外SPS措施信息的供给渠道,把企业纳入到SPS措施的评估中,帮助企业进行技术更新,缩短出口企业的适应周期;同时加强企业管理和出口自律,减少国外扣留对贸易的负面效应。

Sanitary and Phytosaniary Measures have become major obstacles of Chinese exports of agricultural products. This paper uses panel data from China and 4 major trade partners during 2004--2011 to estimate the impacts of SPS on Chinese exports of agricultural products. It found that Chinese enterprises need 4 year to comply with foreign SPS notification, and the foreign detention or rejection to Chinese products have reverse effects on China＇s exports.
