摘要
通过对国内外招投标平台在管理模式、政策保障、电子招投标平台构建、资格预审、计价模式、评标模式等方面的比较分析,借鉴国外招投标平台发展成熟国家的经验,结合我国招投标平台建设实际,从宏观和微观层面提出我国招投标平台建设的对策建议,即完善招投标法律法规,转变政府职能,加强监督管理,推动电子网络招投标平台应用,培育投标单位市场主体地位,规范和完善工程造价信息发布,发挥行业协会的管理功能等,以促进我国招投标市场的开放、有序和竞争。
Through comparing and analyzing the tender ＆ bid platform at home and abroad on the aspects of management mode, policy guarantee, tender ＆ bid platform, qualification antecedent trial, pricing mode and bidding evaluation mode, by referring the experience of the foreign countries with developed tender ＆ bid platform and combining with actual status of tender ＆ bid platform establishment in China, this paper put forward countermeasures and suggestions on tender ＆ bid platform establishment in China from macro-level and micro-level, which means improving bid law and regulations, transferring government functions, strengthening supervision and management, promoting the application of e-network tender ＆ bid platform, establishing subject status of bidding enterprise＇s market, standardizing and improving the information announcement of engineering pricing as well as exerting management function of industry association, so as to promote open, orderly and comDetitive tender ＆ bid market in China
