摘要 我国基础教育正处于以均衡发展促进教育公平和社会公正的关键时期,关于义务教育阶段发展的均衡尺度、效率指标和递进目标的探究便显得十分必要。文章首先从总量与差异度相互参照的视角讨论了义务教育均衡尺度,对国内外关于教育总量产出、均衡或差异度等指标的设立及其运用展开探讨,指出教育发展总量指标应与社会进步、学习型社会建设相适应,差异指标需要引起特别关注。从效率与公平关系、投入与产出之比率、学校效率和总体效率等方面探讨了义务教育均衡发展的效率指标;从阶段与终极的关系意义上讨论了均衡目标设置的起点、递进及背后的理据。要直面梯度差异格局,确立不同起点的递进目标,构建相应的质量范型及相关测度指标体系,从起点公平到过程公平再到结果公平,是义务教育均衡发展递进性目标确立的内在理据,立足脚下着眼未来,阶段目标与终极达成才能相得益彰。 This paper discussed the balance criteria,efficiency indicators and interim objectives of Chinese compulsory education.In the first part,the balance criteria have been discussed in a perspective of the correlation between gross and difference,the establishment and application of the related existing education indicator were also been discussed in this part,it concluded that the design of gross education development indicators should be consist with the social development and the construction of learning society,the difference indicator should be given special concerns.From the relationship of efficiency and equity,ratio of input and output,school efficiency and total efficiency,the efficiency indicators of compulsory education were discussed in the second part.In the last part,the graduating and interim indicators were discussed from the relationship between different phrases and the ultimate objectives.
