综合评价党的群众工作必须遵循系统性、科学性、可运算性、相互独立性、可操作性等原则。按照这些原则由宣传群众、教育群众、服务群众、帮助群众、组织群众、引导群众等六大因子构建党的群众工作的基本指标体系,基于这些指标体系所构成的非线性与线性混合加权综合评价模型,能综合评价和准确监测党的群众工作的开展情况。
