By means of SWOT analysis, the statis-tical data and market demand analysis, the necessity of small and medium-sized city public hospital construction is ex-plored, and the suggestions of optimizing the allocation of resources, the hospital construction, designing reasonable medical layout and improving service system are put forward, to improve the medical service and basic medical service ability.
