摘要
中国页岩气资源量丰富,有望成为石油天然气的重要补充。目前,国土资源部完成全国首次页岩气资源潜力评价,预测可采资源量25万亿立方米;初步估算部分盆地页岩气地质资源量并开始勘探;中国石油、中国石化和延长石油三家公司已经开始勘探开发,国内共实施页岩气钻井83口。国家和有关部门高度重视页岩气发展,相继出台页岩气开发利用鼓励政策和页岩气矿业产权鼓励政策,开展了两轮页岩气探矿权招标。对外合作方面采取开放、市场化的方式,鼓励中外企业进行区块、技术、管网和基础建设以及材料设备合作。中国页岩气勘探开发和对外合作刚刚起步,存在一系列体制、环境等问题,还需要进一步解决。
China is rich in shale gas resources, which are expected to provide an important supplement to oil and gas. China's Ministry of Land and Resources has finished the first evaluation of shale gas's resource potential, and estimates 25 billion cubic meters of recoverable resources and preliminarily estimated part of China's shale oil basin resources for which it has subsequently started exploration; three companies including PetroChina, SINOPEC and Yanchang Petroleum have started exploration and development, and there are 83 shale gas drilling rigs in operation in China at present. Appropriate government entities have given high priority to shale gas development, successively issued policies to encourage development and use of shale gas and development of shale gas property, and have carried out two rounds of bidding for shale gas exploration rights. An open, market oriented approach to external cooperation is recommended to encourage Chinese and overseas companies to deal with block allocations, technology, the pipeline network, and other infrastructure, as well as materials & equipment procurement. China's shale gas exploration, development and external cooperation are still in their infancy, with a series of problems impacting system, environment and population density needing further resolution.
