摘要
用材林人工造林在经历７０年代乡村集体林场造林、８０年代速丰林商品材基地建设、９０年代世行贷款工程造林的３次发展后，随着市场经济的不断完善，出现了投入大、收效慢、群众造林积极性不高等问题，为此，提出了改变造林方式、降低造林成本、改造和封育相结合，抓好中幼林抚育，利用市场经济的规律，选择有加工发展前途、市场前景看好的造林树种、培育大径材等观点。
Construction of artificial forest has already gone through three developmental stages, namely forestation done by rural collecive forest farm, construction of rapid and high-yield commerial forest in the 1980's and forestation Loaded by the world Bank.With increasing perfection of market economics,there existed some problems,for example, too high input,slow benefits and low activity of masses. Thus, this paper proposed some viewpoints,such as changing method of forestation, increasing forestation input and combination of transformation and fostering.
