大型油气田企业合同集成管理——大庆油田的探索与实践

摘要 大庆油田于2008年开始探索实施合同集成管理,发挥信息技术对合同管理资源积聚和功能倍增效应,进行多要素、多系统、多方法的集成。以突出合同综合管理地位为主导,建立统一管理、分级负责、分专业审查、全程监管的管理体制;以确立合同上线审查作为对外付款唯一渠道为手段,打造多专业参与、多系统融合、全面上线的轨道化运行平台;以提高合同运行的质量与效率为目标,优化专业与管理一体、执行严密、顺畅高效的审查审批流程;以强化合同关键环节控制为重点,实施签约及时、履行规范、效果奖罚的监管措施;以深化相关管理要素融合为根本,构建功能互补、衔接紧密、整体最优的业务运转链条。大庆油田实施合同集成管理5年来,合同战略价值得以充分体现,商业秩序得到维护;合同管理过程趋于科学化,内部管理更加规范;合同管理水平位居前列,推动油田公司向一流企业迈进。 The Daqing oilfield began to test implementing contract integration management in 2008,in the course of which it has made full use of information technology to have a resource accumulation and capability multiplier effect in realizing multi-element,multi-system and multi-method integration.It set out to highlight the leading role of integrated contract management and establish a system of unified management,component responsibility,component professionalization assessment,and an entire supervisory management structure;to establish the contract online as the only means of investigating foreign payments and to create multidisciplinary participation,multi-system integration and comprehensive on-line tracking of the operating system;to improve contract operating quality and efficiency in order to optimize the professional and managerial whole in a tight,smooth and efficient review and approval process;to strengthen and control key aspects of the contract in order to stress timely implementation of the contract,compliance with standards,and the resulting reward and punishment administered under regulatory measures;and to deepen integration of key management-related factors so that basic functional complementarity,close convergence,and overall optimal operation of the business chain are achieved.In the five years the Daqing Oilfield has put contract integration management into force,the strategic value of contracts has been fully realized while maintaining commercial order;the contract management process has tended to be more scientific and internal management more standardized;and the advanced level of contract management has made the oilfield company develop into a first-rate enterprise.
