Complicated laws and regulations,strict restrictions on the national oil company and the location-specific human environment make labor issues in Venezuela's oil and gas industry pose significant compliance risks for foreign oil companies locally investing and operating.Staff hiring,benefits,staff dismissal and labor disputes are four problem areas posing severe challenges to foreign oil companies in the areas of human resources,health care,legal affairs,and other management areas.So,innovation in labor and legal affairs management methods has become key to solving these problems.Labor issues can be solved effectively,and the level of overall enterprise management can be increased,only by supervision by an external law firm of management,of inter-departmental cooperation and of communication problems with local staff;by efforts to achieve institutional and standard procedures for prevention and management of dispute cases;by positively summing up experience;by in-depth study of key issues;and by constant and timely adjusting to new issues in order to effectively deal with labor issues and to promote the overall upgrade of enterprise management.
