长输油气管网区域化管理探讨

Regional management in a long-distance oil and gas pipeline network

至2012年,我国的长输油气管道总里程达10万千米左右,与东西南北的四大油气通道相连,初步形成了全国的油气运输网络。未来5年,还将增加8万千米左右。为优化资源配置,发挥油气管网的整体优势,长输管网实行区域化管理是今后发展的必然选择。本文深入分析了我国长输油气管网布局的现状及管理存在的主要问题,并结合实际提出了全国油气管网区域化管理的指导思想、重组整合的具体原则,以及调整应急维抢修体系布局、逐步理顺管道地区公司业务管理职能、有效配置人力资源和不断完善相关配套政策等具体建议。

By 2012 the total length of China's oil and gas pipelines reached 100,000 kilometers,with the oil and gas trunk pipelines in 4 directions to the import gateways initially forming the national oil and gas transportation network.In the next 5 years about 80,000 kilometers will be added to the network.To optimize resource allocation and realize the overall advantages of the oil and gas pipeline network,implementation of regional management will be inevitable in the network's development.The status of,and management of major problems in,configuring China's long-distance oil and gas pipeline network are explained;a regional management guiding principle for the national oil and gas pipeline network,specific principles guiding reorganization and integration,configuring the maintenance and emergency response system,gradually determining business management functions in regional pipeline companies,efficiently allocating human resources,continually improving supporting policies,and other specific measures are recommended.
