The 12th five-year plan put forward the goal in constructing an international metropolis of Xi＇an. To achieve this goal, we must seek an important carrier as the backing and plan a practical way of implementation, namely, the urban community construction of Xi＇an. The goal of construction and perfection of community construction in Xi＇an can be located as international community.
