改革开放以来,在海外留学的中国公民在数量上呈直线上升之势,足迹几乎遍及世界。与此同时,中国海外留学生群体在海外的安全问题也日益凸现。而保障本国海外留学生群体的安全和合法权益是我国当前最为基本和最重要的国家海外利益之一。

Since the reform and opening - up practices, Chinese citizens studying abroad go upward rapidly in number and they are found almost all over the world. Meanwhile, their security has become an increasingly apparent issue. Therefore, the protec- tion of overseas Chinese students＇ safety and legitimate rights and interests becomes one of the most essential as well as the most important national overseas interests at present.
