从地质工作质量看完善制度必要性

Discussion on the Need to Improve the System from the Quality of Geological Work

随着工业化、城镇化、信息化和农业现代化的不断推进,近年来财政和社会资金对地质工作的投入都明显加大。在快速发展的同时,地质工作部分领域和环节的质量出现下滑,出现了重数量、速度,轻质量、效果的苗头。质量问题的出现实质上是制度缺陷造成的,主要是体制上甲方乙方关系不明晰,机制上甲方对乙方缺乏有效约束。具体讲,在工作部署、业务管理、后勤保障、奖惩机制等方面的制度上都存在需要在改革中进行研究解决的深层次问题。提高地质工作质量,领导重视是关键,加强行业诚信体系建设是根本,改善野外工作生活环境是辅助条件;要从事业发展的角度出发,对出资人负责,对作业人负责;从深层次找原因,多方面改善工作,完善制度。

With the advancement of industrialization, urbanization informationization and agricultural modernization, financial and social capital investment in geological work has significantly increased recently. However, with the rapid development, the quality of some areas and links with regard to geological work is in decline. This paper argues that the reasons behind this decline lie in the fact that： we only attach importance to the quantity and speed, but we disdain the quality and effect. Then this paper introduces that the quality problems, essentially, are owing to system defect： the relationship between party A and party B is not clear; and there is no effective restriction mechanism. Specifically, there are some underlying problems concerning the systems about deployment of work, business management, logistic support, and the reward and punishment mechanism, which we should find ways to resolve in the reform. In response to this, this paper proposes that the leaders should pay more attention to improve the quality of geological work. At the same time, improvement of system of the integrity in the industry must be strengthened fundamentally; and field work and living environment must be improved. On this basis, from the perspective of business development, we must be responsible for the investors and workers; and we should improve the work from various aspects and perfect the system.
