竞争性选择地质调查项目承担单位实践与思考

Practice and Thoughts on Selecting Undertaking Geological Survey Project Enterprises Competitively

公益性地质工作承担主体引入竞争机制是促进地质事业改革的重大举措。竞争性选择地质调查项目承担单位的方式有公开招标、邀请招标和竞争性谈判。主要成效:建立了市场化运作新格局;提高了项目设计书的编写质量;减少了资金拨付环节,提高了地质工作效率;有利于项目资金监管,为建立项目结算制奠定了基础。存在的问题:未建立起科学有效的竞争方式选择机制;未建立起完善的工作指南和操作流程;部分人观念落后,抵触开展竞争性选择项目承担单位工作;未建立起备选地质调查项目数据库。建议:应健全完善公益性地质工作竞争机制的相关制度,做好备选地质调查项目库建设与维护,科学选择竞争方式。

This paper first introduces the ways for selecting undertaking geological survey project enterprises competitively, such as public tenders, invitational tenders, and competitive negotiation. Following fi-om this, this paper discusses the main effects： the new pattern of market- oriented operation has been established; the quality of writing project design document has been improved; funds disbursed link has been reduced, so the efficiency of geological work improved. All of these are advantageous to the project capital regulation, and laying a good foundation for establishing system of project settlement accounts. And then, in the light of these following problems： both a scientific and effective way of competitive selection mechanism and perfect work instructions and procedures were not established; some people, who has lag of ideas, has resentment to selecting undertaking geological survey project enterprises competitively; as well as alternative geological survey project database has not been set up; this paper makes some suggestions, these include： we must complete and perfect related systems about competition mechanism of public geological work, make great efforts on constructing and maintaining alternative geological survey project library, and select competitive way scientifically.
