China's Financial System Reform in New Era: Target, Path, and Advice

未来一段时期,中国金融体制改革既应立足于国内,建立能够服务于实体经济需要的现代金融体系;又要着眼于国际,通过开放与合作致力于推动国际金融治理的不断完善。中国金融体制改革应按照充分市场化和稳步国际化的主线,本着顶层设计与基层首创相结合的原则,正确处理政府与市场的关系,理清利率市场化、汇率体制改革与资本项目开放、人民币国际化等关键领域的相互制约关系,形成一套较为明确的路线图和时间表,并从机构、市场、监管和基础设施等方面做好保障。

In future era,the focuses of China's financial system reform are twofold: in domestic dimension,establishing a modern financial system matching the demand of real economy;in international dimension,pushing forward the improvement of global financial governance.China's financial system reform should be carried out along the direction of marketization and internationalization and based on the principle of combining top-level design and grass-root innovation.In this process,the relationship between government and market,and the nexus of interest rate liberalization,exchange rate reform,capital account opening,and RMB internationalization should be managed carefully to form a explicit road map and agenda for the reform.
