分析了国内外对创新体系的研究成果和存在的问题,基于模糊神经网络模型,研究国家技术创新体系的构建,提出构建技术创新体系的具体路径,如充分认识创新体系建设的重要性和紧迫性、进一步的强化科技创新的主体地位、加强统筹部署和协同创新、改革科技管理体制、完善人才培养的机制以及营造良好的科技创新环境。
