通过对珠三角与其他地区的比较分析,指出珠三角在承接国际技术服务外包时实施了与其他地区同质化的政策措施,在此基础上,本着"有所为、有所不为"的总体思路,为充分发挥珠三角各主要承接地的区位优势,明确"以ITO为核心,BPO差异性发展"的产业定位,提出了"错位发展,打造八大中心"的空间布局和"确保核心,优先基础,适时突破"的发展路径。
