基于一般工程鉴识原则,针对工程项目地震损伤鉴识,提出强调"证据—观点—证据"的地震损伤鉴识分析原则和具体的技术调查方法.为保障鉴识调查结论的有效性及"合法、客观、中立"的工程证据属性,建议了合法的鉴识调查程序和规范的鉴识报告形成过程.

In this paper,forensic investigation method of engineering seismic damage were discussed basing on general engineering forensic principle.The analysis principles,which is evidence-view-evidence,and specific technical investigation methods of seismic damage forensic were also emphasized.To guarantee the effectiveness of the forensic investigation conclusion and the legal,objective and neutral evidence properties,legitimate forensic investigation procedure and normative forming process of forensic report were suggested.
