关于将藏中南地区大开发大开放纳入国家重点开发战略的建议

Suggestions on Launching Development and Opening up in the South-central Region in Tibet and Bringing into the National Key Development Strategy

藏中南地区即西藏"一江三河"是国家西部大开发战略与《全国主体功能区》规划的重点开发区,目前启动大开发大开放不仅是因为其有良好的区位条件,而且具有经济开发的资源条件和环境支撑条件。经过多年的发展,藏中南地区有较好的开发基础,为进一步开发打下了坚实的基础。此外,新疆等边疆少数民族地区重点区域开发实践为藏中南提供了有益的启示。为此,建议启动藏中南地区大开发大开放并加紧列入党和政府的议事日程,加快制定藏中南重点开发区发展规划,明确藏中南重点开发区的发展方向,中央制定藏中南重点开发区的特殊政策。

South-central area in Tibet is a key development region in the national western development strategy and it is also planned in the National Principal Function Region. At present,launching the development and opening up strategy is not only because there is a good location condition,but also it has resource and environment advantages for economic development. There are good bases in the south- central area in Tibet for development under the development of many yeas. It formulates a substantial foundation for further development. In addition, the development practice in the key regions of Xinjiang and other minority nationalities in the frontier provides useful inspirations for south- central region in Tibet. Therefore,launching the development and opening up strategy of south- central region in Tibet shall be put into the agenda of the Party and the state. It shall accelerate to draw up the development plan of key development region in south- central area of Tibet, ascertain the development direction of key development region in south-central area of Tibet,and comprehend the special policies on key de- velopment region in south- central area of Tibet made by the Central Committee.
