谈谈西藏适度新型工业化的目标与路径

Goal and Path of Tibetan Modest New Pattern Industrialization

西藏"适度的新型工业化"的内涵,主要定位为可持续的、适度的、有西藏特点的新型工业化。在西藏这样的后发展地区和生态环境脆弱、能源短缺的地区,推进工业化不宜照搬发达地区的模式和路径,应更加注意环境资源的适应性,发挥比较优势和后发优势。根据国外工业化的启示和西藏当地的环境资源条件,以产业结构的协调化和高度化推进新型工业化;推进城镇化和信息化;注重科技进行和创新;高度重视发挥政府在新型工业化进程中的推动作用;注重发挥对外贸易尤其是边境贸易在推进新型工业化方面的作用等是西藏适度新型工业化可选择的路径。

The connotation of Tibetan “modest new pattern industrialization” is located as sustainable, modest,new pattern industrialization with Tibetan characteristics. By referring to the international standards of industrialization,requirements of Chinese new pattern industrialization and local characteristics of Tibet, this paper puts forward assumptions ill respect of Tibetan new pattern industrialization, and comes up with suggestions on the way of realization.
