政府信息公开制度的创设及其有效实施,关乎政府的透明性、公正性和有限性的建设。作为中国西部内陆地区,陕西在实施《政府信息公开条例》的过程中取得显著成绩,但研究数据也显示存在着缺乏权威的规范化指导和有效的综合协调机制、公众参与不足、人事编制和相关制度的衔接配套不完善、救济效果不佳等问题。因此,应当建立权威的规范化指导和有效的综合协调机制、推动社会公众对于政府信息公开工作的参与、完善人事编制和相关制度的衔接配套工作和救济制度。

The establishment and implementation of government information publicity regulations concerns the construction of transparent and limited government. In the process of the implementation of government in- formation publicity regulations, Shaanxi is confronted with some serious problems. In order to perfect its im- plementation, we should establish the authoritative and normative direction and concerted system, promote the public participation in the implementation of government information publicity, and improve the comprehensive cooperation system and legal remedy.
