南宁市非政府基层医疗卫生机构实施基本药物制度的策略与路径研究

Strategy and Path Analysis on Implementing Essential Drng System in Non-Governmental Primary Health Care Institutions in Nanning

目的立足南宁市实际,研究非政府办基层医疗卫生机构实施基本药物制度的策略与路径。方法对南宁市27家社区卫生服务机构的关键指标进行深入剖析研究。结果在南宁市政府办的社区卫生服务机构已实施基本药物制度,但政府办的基层医疗服务机构仅占少数,绝大部分是非政府办的基层卫生服务机构,而且多数社区卫生服务机构为医院"伸腿"办,尚未脱钩;都存在着经费不足、发展水平有限的难题。结论利用好城市非政府办社区卫生服务机构,充分发挥现有的卫生资源作用,把部分非政府办社区卫生服务机构纳入实施基本药物制度。

OBJECTIVE Based on the practical situation of implementing essential drug system in non-government primary health care institutions in Nanning.METHODS Analysis of the key indicators of 27 community health service institutions in Nanning City.RESULTS Community health service institutions in Nanning Municipal Government Office of the basic drug system,but the government-run primary health care service agencies accounted for only a small number of the vast majority of non-government-run primary health services,and most community health services for the hospital legs do not yet decoupled;there is the problem of inadequate funding and limited level of development.CONCLUSION Good city to non-government-run community health service agencies,give full play to the role of health resources,add some non-government-run community health service institutions into the basic drug system.
