目前中国社会正处于快速转型期,由于社会结构的调整和社会机制的转变,社会冲突层出不穷。在逐渐增多和升级的社会冲突中,因环境污染及其相关的问题引发的冲突越来越明显,环境冲突已经成为社会冲突的重要构成部分。本文旨在探讨环境冲突的成因及对策,阐述环境冲突与环境卫生及环境保护的社会文化影响,以期为促进人类健康和社会发展提供新的理论路径。从社会学和环境卫生学的视角,结合政府运行机制、农民生存环境和环境生物学特性三个维度深入分析环境冲突的成因并探讨其对策。触发中国环境冲突的成因主要涵盖基层政府运行机制问题、农民生存环境现状及环境生物学特性等层面;应对环境冲突的策略主要包括建构政府推动力、建构公众参与机制和表达机制以及建构环境公益诉讼制度。实施可持续发展战略,坚定不移地执行环境保护基本国策,是我国经济、社会发展的客观需要和必然选择,也是切实解决影响科学发展和损害群众健康的环境冲突问题的根本措施。

At present,Chinese society is in a period of rapid transition.Social conflict emerges in endlessly due to the adjustment of the social structure and social mechanism change.More and more social conflict,which is gradually increasing and upgrading,relates to environment.Environmental conflict has become an important component of social conflict.To explore the causes and Countermeasures of environmental conflict,then elaborate socio-cultural influence of environmental conflict and environmental protection to provide a new theoretical path for promoting public health and social development.Analyze the causes of environmental conflict and countermeasures deeply from the angle of sociology and Environmental hygiene combining with three dimensions which are government operation mechanism,farmers living environment and biological characteristics.The mainly causes of environment conflict include Grass-roots government operation mechanism problem,farmers＇ living environment and environmental biological characteristics.To construct the government impetus,the public participation and expression mechanism and construct the environmental public interest litigation system are the most important Coping strategies.Implementing the strategy of sustainable development and environmental protection is not only Inevitable choice but also fundamental measure.
