我国地方立法监督制度存在明显的程序性缺失,使权力机关监督无法落实到位。建立专业化社会监督机制可以弥补程序缺陷,增强权力机关监督能力。专业化社会监督程序构建已具备理论基础和实践优势,可以从主管部门、专业化公民的确定程序、介入立法监督的时间程序、参与监督形式、监督结论及效力等方面进行构建。

Due to the deficiency of procedure in local legislation supervision system, the authority of supervision could not be put in place. The establishment of professional social supervision mechanism can make up the defect, and improve the capacity of supervision exercised by the authority concerned. The construction of professional social supervision has a theoretical foundation and practical advantages. It can be set up from the competent authorities, the determination procedures of specialists, the intervention time of the authorities, the way of participation in the supervision and the effects involved as well.
