基于机制设计理论的大学生创业型人力资本开发策略优化研究

Optimization Strategies of Entrepreneurial Capital Development of University Student Based on The Mechanism Design Theory

从机制设计有效性来看,我国大学生创业型人力资本开发机制的可行性、参与性与激励相容缺失,大学生创业型人力资本开发存在总量偏低、层次偏低和质量偏低等问题。基于机制设计有效性,从两个方面优化了大学生创业型人力资本开发机制。一方面,政府为高校提供创业教育资金支持,制定优惠引导政策加强创业教育水平评估和质量监控,提高高校创业型人力资本开发的能力、积极性和努力程度;另一方面,通过教育模式转变、教育管理制度改革和科学考核,提高大学生创业型人力资本的潜质、参与创业学习的积极性和努力程度。

There are three deficiencies about the effectiveness of mechanism design of university students＇entrepreneurial capital viewing from the Mechanism Design Theory. And low degree of the total amount, low - level and inferior quality come later for the deficiency of feasibility, participation and compatible incentive. We can improve standards of entrepreneurial capital development of university student extremely based on the three key factors about the effectiveness of mechanism design in two respects. On the one hand,we can improve the capacity , enthusiasm and effort extent of university on entrepreneurial capital development through providing financing for entrepre- neurial education, formulating favorable policies and strengthening monitoring of entrepreneurial education quality; on the other hand,we can improve the potential, enthusiasm and effort extent of university student on entrepreneurial capital development by shifting higher ed- ucation model ,reforming education management system and examining in light of scientific assessment system.
