资源开发利益补偿关乎产业发展和百姓福祉以及代际可持续发展,所以必须打破现有的利益分配规则,建立新型资源开发利益补偿机制。建立新型资源开发利益补偿机制需要明确受益主体、补偿主体、补偿范围,并依据马克思的级差地租理论测定资源税税额;加大资源地生态补偿力度;加大资源开发利益补偿的资金投入;实施优势资源转化战略,培育资源市场体系;以资源税改革为契机,推进资源开发利益共享机制建设。

The speed of bird bullet is the key parameter in the bird impact test. This paper introduces the principle and method of speed measurement based on a kind of large-area parallel laser light eurtain and verifies its application to the speed measurement system for aircraft bizet-impact test.
