对存取与拥有的再思考

Rethinking Access to and Ownership of Web-based Resources

最近20年来,随着计算机网络的普及,在文献资源建设的理论研究和实践中,越来越多的人将远程获取馆外文献作为馆藏发展策略的一部分,提出了存取重于拥有,用存取取代拥有的观点,认为这是馆藏发展的趋势。本文对这种将二者关系对立起来的看法提出了质疑,认为存取与拥有是互相辅助、长期共存、缺一不可,并且是互动的关系,指出在处理这二者的关系时要注意它们之间的平衡,并以资源共享为宗旨。论文还提出了如何在馆藏发展理论与实践中合理运用存取与拥有关系的建设。

More and more attention has been paid to the issue of access to and ownership of web-based resources since the past 20 years.With the development of information and network technology in libraries,the collections in libraries tend to include more and more virtual information resources.Virtual collections have many advantages over traditional ones.Users today can get access to information they need via Internet without getting into a physical library themselves.So many researchers maintain that access is more important than ownership,or access in superior to ownership,or ownership is supplanted by access,access is preferred to ownership,or access replaces ownership.But we think these arguments are incorrect.It is very necessary to rethink the relationship between access and ownership.In fact,the issue of access to and ownership of web-based information has been primarily in the context of collection development.Theory and practice of collection development have been undergoing changes in a networking environment.We cannot rely on either one of them. Both are and will continue to be necessary for libraries.Librarians should not he talking about access and ownership instead of sharing information resources.What we must do is to improve the balance between access and ownership.
