激励性监管:“孤儿药”的特殊属性与政府监管政策初探 被引量：5

摘要 "孤儿药"除具有普通药品的一般特征外,还具有需求分散、供应成本高、公益性、信息不完全性和不对称、信息搜索成本高的特殊属性。同时它也是有典型公共物品特征的混合产品。有鉴于发达国家纷纷从国家层面采取激励性监管来保障罕见病患者对"孤儿药"的可获得性,而我国政府迄今尚未从国家层面上对罕见病和"孤儿药"进行定义,且目前医疗保障制度不能为罕见病患者提供相应保障的情况下,我们有必要主动学习发达国家对"孤儿药"的成熟监管经验,为今后制定"孤儿药"激励性监管政策提供有价值的参考。
