摘要
成都市学校委托管理是解决城乡教育发展不公平、教育资源配置不合理的有益探索,也是在借鉴国内外学校委托管理先进经验的基础上,结合本地实际总结出的有效方法。派驻校长行使办学自主权,注重学校内涵发展、强化造血功能,建立委托管理评估考核机制,政府购买服务、解决委托管理后顾之忧是委托管理的主要方面。其今后的走向在于:由输出先进管理到创造先进管理,引入教育家办学机制实现创造先进管理;实施文化治校,以使两校文化互补互促;激"活"教师,以使固定资源变流动资源,实现教师资源良性循环;培育第三方评估机构,对委托管理的成效进行公正、科学的评估。从而实现学校委托管理的可持续健康发展,进一步促进城乡教育一体化、均衡化发展。
School mandatory administration in Chengdu is not only a beneficial exploration to solve the issues of unequal development of urban and rural education and imbalanced distribution of educational resources,but also an effective method summarized in light of local condi tions on the basis of the learning from advanced foreign and domestic experiences in school mandatory administration. The main aspects of man datory administration include: accredit the school principals to perform the autonomy in running schools,focus on the connotative development of schools and talent pool reinvigoration, establish examination and evaluation mechanism of mandatory administration, government purchase service and resolve extra problems of the mandatory administration. The future trend of mandatory administration is focused on the shift from the export ing advanced management mode to creating advanced management mode,bringing in mechanism of school running by educator for producing of advanced management, implementing the school management with culture for the sake of mutual complement and promotion in beth schools, "activating" teachers to virtuously circulate the teacher resources,developing the third party appraisal agency for a fair and scientific evalu ation of the mandatory administration. Consequently, the sustainable development of school mandatory administration wi11 soon be achieved so that the integration and even development of urban and rural education can be promoted further.
