试论新时期我国农村社会管理的现实难题与对策建议

Discussing China's Practical Problems of Social Management in Rural Areas and Countermeasures

伴随着全球化和社会转型期的到来,在国内建设社会主义新农村、统筹城乡发展以及实现农村工业化、城镇化和农业现代化的影响下,农村社会管理问题已逐步成为学术界研究的重要议题之一。新时期加强我国农村社会管理,既是新的机遇,也是巨大的挑战。本文在分析加强农村社会管理必要性和紧迫性的基础上,指出其所存在的一些现实困境,主要表现在农村社会不稳定因素增多、农村社会管理机制不健全以及农村社会异质分化凸显等等,并针对当前农村社会管理出现的新情况、新问题,提出了具体的路径选择。

With the advent of globalization and social transition, and under the influence of building new socialism countryside, the balanced urban and rural development, the realization of rural industrialization, urbanization and agricultural modernization, social management in rural areas has gradually become an important academic topic. Strengthening rural social management is both new opportunities and huge challenges. This paper analyzes the necessity and urgency of strengthening rural social management of, and presents some existing difficulties, mainly the increasing social instability in rural areas, the imperfect rural social management mechanism, the highlighted rural social heterogeneity differentiation, and etc. Based on the new situation and new problems in current rural social management, some specific countermeasures are put forward.
