摘要 为了在新疆民航空中交通管理中提供更加方便快捷、更加科学化现代化的管理手段,利用遥感技术手段,对全疆多源多分辨率卫星遥感海量数据进行坐标投影转换、配准校正、拼接裁剪、图像增强、多分辩率数据叠加匹配等,形成海量二维遥感数据库,继而结合全疆DEM高程数据,生成三维地形数据,与收集的大量空管专业数据、全疆地州市矢量数据相结合,生成适合空中交通运行管理系统的二维数据和三维地形数据库。加以利用三维地理信息平台,数据库技术、网络技术、地理信息系统技术,最终构建新疆民航空中运行管理系统,实现快速浏览、动态实时监测等,提高空管各系统各部门间的协同工作能力,为管理和决策过程提供及时、准确、完整、统一的空管生产运行管理信息,对民用航空器管理、空域使用提供更加科学直观的判断和管理方式。 In order to provide more convenient, more scientific and modem management tools in the civil air traffic manage- ment, the paper uses the means of remote sensing technology. Process massive data of diverse multi-resolution satellite re- mote sensing data, including image geometric correction and registration, image spatial/speetral/radiometric enhancement and color balance, image mosaic, multi-source image reproject and match, difference resolution image merge, etc. Then it gener- ates three-dimensional terrain data from DEM data and image data merge, forming two-dimensional database and three-di- mensional terrain database management system for air traffic operations. Finally Xinjiang Civil Aviation air operation and management system is built by the use of three-dimensional geographic information platform, database technology, network technology, geographic information system technology, and most important base image of remote sensing technology. It can achieve some useful functions which are fast browsing, dynamicreal-time monitoring, and so on. The interoperability between the ATC system is improved, to provide timely, accurate, com- plete, unified air traffic control production operation manage- ment information for management and decision-making process more scientific and intuitive judgment and management of civil aircraft management and airspace use.
