浙江省外来务工人员文化服务长效机制研究

A Study on the Long-term Mechanism of Cultural Services for Migrant Workers in Zhejiang Province

浙江省是外来人口大省。外来务工人员这个群体经济收入低,文化生活匮乏,与浙江本地居民缺乏文化认同,导致归属感、尊严感和幸福感不足。当前,对外来务工人员的文化服务存在重视不够、保障不力、供给不足、供需不对接、文化诉求表达渠道不通畅等主要问题。本文立足浙江实情,阐述了加强外来务工人员文化服务的重要性与紧迫性,分析了外来务工人员文化服务缺位与不到位的根本原因,提出了加强和改进的工作原则和对策建议,试图构建外来务工人员融入"两富"现代化浙江的文化桥梁。

Zhejiang Province has a large population of migrant workers. They have low income and few cultural activities to attend to, and therefore lack cultural recognition with local residents as well as the sense of belonging, dignity and happiness. However, the present cultural service for them still has such problems as limited attention, weak social security, insufficient supply, imbalance between the supply and demand as well as unsmooth channel of expressing cultural needs. This paper sets foot on the reality of Zhejiang, explains profoundly the importance and urgency of strengthening cultural services for migrant workers, analyzes in depth the fundamental reason for the absence and deficiency of the current services and puts forward pointed suggestions on working principles and countermeasures in an attempt to build up a cultural bridge for those workers to blend into modernized Zbejiang.
