社会工作作为一项"助人"的专业活动,实践最初是从济贫、扶贫、解困和救难等工作开始的,形成预防和解决社会问题之功能,达到社会控制之目的。随着社会的变迁与发展,社会问题逐渐多元化呈现,社会工作在微观到宏观的服务中,又具备着社会改革的重要角色,以推动社会进步。而社会工作之所以在近几年被中国政府所重视,其"社会控制"和"社会改革"的重要角色尤为明显,面对转型时期的中国社会,社会工作在专业服务的人才队伍建设中,需要坚定伦理价值认可,不断夯实专业技能并勇敢执行专业使命,实现社会工作"维护社会公平正义"之使命。
