城镇化建设与农村土地产权制度改革——中国社会科学院学部委员张晓山研究员接受本刊专访

Urbanization and the Institutional Reform of Rural Land Property Rights——Exclusive Interview with Professor ZHANG Xiao-Shan, Academician of the Chinese Academy of Social Sciences

2013年6月24日,上海市地质调查研究院副总工程师李勤奋教授、上海市地质调查研究院总工程师办公室副主任兼《上海国土资源》编辑部主任龚士良教授、上海市地质调查研究院地价所所长助理刘馨硕士专程赴北京,拜访了中国社会科学院学部委员、中国社会科学院农村发展研究所原所长张晓山研究员,并代表《上海国土资源》期刊作了专题访谈。张所长指出:农民与农村土地之间的关系是农村最重要的经济关系,也是最重要的政治关系;农村土地产权制度改革是发展现代农业、建设新农村的基础和前提;土地确权是落实农村土地所有者主体地位的一项基础性工作,而成员资格的认定是关键;城镇化建设要以城乡经济社会发展一体化为目标,促进实现城乡统筹;农用地的流转与土地的增值收益要充分保障农民权益;农村土地产权的制度设计与完善,更需要相应的配套措施予以落实。

Professor ZHANG Xiao-Shan is an academician director of the Institute of Rural Development at CASS. The institutional reform of rural land property rights is the basis and premise of developing modern agriculture and of constructing new countryside. Land approval is a basic requirement for implementing the status of a rural land owner, but the affirmation of member qualification is the key. The increasing intensity and spread of urbanization must be based on the integrated goals of urban and rural economic and social development so as to promote the overall development of both urban and rural areas. Although farmland is changing, the land incremental benefit should fully safeguard the rights and interests of farmers. Supporting measures are needed to implement improvements in establishing and confirming rural land property rights.
