Fu Bing-jian, as a middle and lower official in the late Qing Dynasty, started from imperial examination, from central to local government, he experienced significant events, such as 1900 Change and Late Qing New Policy; his rich experiences are of great value for us to learn the complex situation of the society in late Qing Dynasty, and understand the complexity and diversity of people in the historical process.
