摘要
为提高跨区域水环境保护的综合协调管理的效率,保护有限的水资源和避免跨界水污染引起的环境纠纷,需要对我国跨区域水环境保护法律制度现存在的困境进行分析,需要从中央政府和地方政府之间因环境保护博弈导致的利益冲突分析我国跨区域水环境保护的行政管理体制方面的问题,从而真正完善跨区域水环境法律制度,保护水资源。
