集体建设用地流转中的政府与农户博弈分析

A Game Analysis of Government and Farmers in the Circulation of Collective Construction Land

通过构建集体建设用地流转中利益两方政府与农户的博弈模型,考虑预期收益倾向对政府策略和农户行为的影响,分析农户在流转与征收过程中的行为选择及政府在规范集体建设用地流转中的策略选择,推导政府执法行为和宏观决策选择及集体建设用地流转的发展方向。研究表明:农户的行为建立在自身收益最大化基础上,保证农户合法流转土地的途径就是保障农户的收益,因此集体建设用地流转亟待规范,为达到政府与农户的利益均衡,改革势在必行。

The purpose of this research is to construct a game model between two interest parties in the circulation of collective construction land： government and farmers. Considering the government＇s choice in deciding whether to open the market of land circulation and the strategic choice of farmers in the process of circulation and land expropriation, the method used in the article is game theory： The model Considers the influence of government~ s behavior on farmers~ interests and the impacts of government law enforcement and the macroscopic decision-making behavior on the direction of collective construction land circulation. The research shows that the farmers ~ actions are based on their intention of maximizing benefits to ensure farmers~ legal rights of land circulation can guarantee farmers＇ benefits; the ＇circulation of collective construction land needs urgent standardization and to achieve an interest equilibrium between government and farmers, reform is imperative.
