摘要
我国现行土地制度建构在以城市发展为重点的基础上。在推动城市经济发展的同时,现行土地制度也使政府对土地出让金过度依赖,政府的宏观经济政策被房地产市场所绑架。抑制房价过快上涨,应从改革土地相关制度入手。
China' s current land system is formed on the basis of urban - oriented development. The present land system does promote urban economic development, but on the other hand it makes the government highly depe- dent on land transfer expense. The macroeconomy policy of the government is dominated by housing and real estate market. The related land systems should be reformed in order to control housing price.
