美国高校学生纪律惩罚管理及其启示

美国高校在200多年的发展历程中,产生了一些颇有影响的学生纪律教育理论,同时积累了丰富的学生纪律惩罚管理工作经验,其中有许多东西值得我们借鉴。随着高等教育的发展,我国高校学生纪律惩罚管理工作已有很大改进,但仍不能满足当前形势发展的需要。为促使我国高校学生违纪处理工作进一步科学化、民主化、法制化,还应当引入学生处分听证制度,完善规范学生处分程序,采用司法审查制度,建立外部救济制度体系。

In the course of 200 years of development, American colleges and universities have produced some influential theories of student discipline education, and have accumulated a wealth of student disciplinary management experience, of which there are many things we can learn from. With the development of higher ed- ucation, the college students＇ disciplinary management in China has improved, but still can not meet the development needs of the current situation. In order to promote the work of college students＇ violation of discipline to become more scientific, democratic and legal, we should introduce the hearing system for student punishment, improve and standardize the punishment procedure, adopt the judicial review system, and establish an external remedy system.
