甘青两所高校少数民族优惠政策现状调查

Analysis of the Favorable Policies towards Minority Students in Two Universities in Gansu and Qinghai

中国高等教育实施发展过程中的少数民族优惠政策已实施多年,目前依然面临许多问题。一直以来,民族自治地方政府制定政策的宏观层面与个体执行政策的微观层面之间存在着偏差,从而造成了民族社会中少数民族成员受高等教育者的短缺与民族自治地方大学生就业率的降低所导致的"教育危机"现象显现的矛盾现状。甘青两所大学少数民族本科学生对民族教育政策的认知程度、高等教育中少数民族优惠政策的覆盖面、各优惠政策之间的作用比较的调查和数据分析显示,深刻揭示了甘青高等教育实施过程中少数民族优惠政策存在宣传力度不足、认知程度不同、覆盖比率不均衡等问题而影响了实施效果。

Favorable policies towards minority groups in China have been implemented for years in the higher education of China. The remaining problems include the following ： The macro ~ policies of the ethnic autonomous governments do not accord with the micro - policies of the actual implementation, which has led to the scarcity of higher education for the minority members as well as their low employment. This paper analyzes the recognition degree of the minority students in two universities in Gansu and Qinghai towards ethnic education policies, the coverage of favorable policies and their different functions. 1i concludes that the inefficiency of such policies is related to the poor publicity, different understandings and imbalanced implementation.
