重点国有林区是维护国土生态安全的屏障和重要的战略资源储备基地。目前,由于政、企、社合一和国有森林资源产权虚置等问题困扰着资源保护、职工群众就业增收和林区经济发展和社会和谐稳定,重点国有林区到了不改不行的地步。从国内的实际和国外的经验来看,建立中央垂直管理的森林资源管理体系是一种合理选择。这种管理体系具有维护法律的尊严、解决产权主体虚置问题等诸多优越性。

The key state-owned forest region is the barrier to maintain land ecological security and the reserve base of important strategic resource. At present, due to the government, enterprises and society integration system, it troubles forest resources protection, the masses of workers to increase employment and income, forest district economic development and social harmony and stability. It is imperative to implement the key state-owned forest region reform. From the domestic situation and foreign experience, the establishment of forest resources management system of the central vertical management is a reasonable choice. This management system has many advantages to preserve the dignity of the law, resolve the problems of the hollow position of the subject of state ownership.
