协商执法既是现代行政民主化的要求,也是行政主体灵活应对复杂多变的执法状况的需要,在行政执法中引入协商机制具有民主正当性,并且有利于提高执法效率,彰显以人为本的行政理念,营造和谐的执法秩序。为使执法协商机制发挥更加积极的作用,必须构建完善的行政执法协商制度。

Consultation of law enforcement is not only the requirement of the democratization of modern administration,but also the demand of flexible coping with complex and complicated state of law enforcement.It is legitimate to introduce consultation mechanism into law enforcement and it helps to improve the efficiency of law enforcement,highlight the human-oriented concept and create a harmony law enforcement environment.In order to make consultation mechanism play a more active role in administrative law enforcement,we must construct a perfect law enforcement consultation system.
