It is a key point to crack the problems to build the scientific system of intellectual property rights for China＇s SMEs. Based on definition of intellectual property policy system for SMEs and its functions were analyzed, and further explanation in building intellectual property rights for SMEs of government＇s role in the process of political system. In order to improve the attention of the government and each related department on constructing intellectual property rights political system of SMEs.
