With the judgment of ＂The event of asthma litigation in Yokkachi,Mie-ken＂in Japan at 1970s,Japan opened a new generation of concentrating on and solving environmental pollution problems. This essay bases on the examples of the Yokkachi public pollution problems,Osaka City,and Osaka gas cooperation,to find out the root of Japanese public pollution problems,and also to find out the process,which Japanese governmental institutions and enterprises use many ways to solve environmental problems,and to make public pollution problems totally be solves. Meanwhile,this essay also to find out the effect,especially the important meaning of the concept of operating environment and the acknowledge of environmental ISO in enterprises＇concentration and solutions of environment problems
