“大部制”改革对军事综合运输体系建设的影响与对策研究

Research on Influence and Countermeasures of Military Comprehensive Transportation System Construction Under "Large Department System" Reformation

基于“大部制”改革现状与发展趋势分析，论证其对军事交通运输指挥体制、运行机制、法规体系和军事代表机构的影响，提出建立军地运力统一管理指挥体制，完善军地横向一体联动保障运行机制，健全配套军事综合运输法规政策体系，调整交通运输军事代表机构职能布局的对策建议。

According to the present situation and development of large department system reformation, it influenced on the military transportation command system, operation mechanism, laws and regulations, and the military transportation repre- sentative organization were analyzed. The suggestion that building unified management command system of transport ability of military and civilian, improving unification linkage support operation mechanism of military and civilian, improving cor- responding laws and regulations of military comprehensive transportation, and adjusting function and position of military transportation representative organization were supplied. It can provide some available references for the policy decision of headquarters.
